The Topolino arrives as Europe actively creates regulatory pathways for affordable small EVs. The EU announced a new intermediate vehicle category this month, specifically designed to help manufacturers produce EVs priced between $16,000 and $21,000 by reducing safety equipment requirements. That framework lets vehicles like the Topolino exist between quadricycles and full passenger cars.

The US offers no such flexibility. Fiat must either sell the Topolino as an NEV, limiting buyers to golf-cart speeds on neighborhood roads, or invest heavily in modifications to meet full federal motor vehicle safety standards. Given Fiat’s collapsed US sales and Stellantis’ broader financial struggles, a full homologation seems unlikely. American buyers will get the novelty, but not the practicality Europeans enjoy.
